The Tomioka Silk Mill was built in 1872 by the Meiji government, just five years after a major shift in power occurred in Japan from the Tokugawa Shogunate to a civilian-controlled government. The state-run factory was the first of a series of measures the Meiji government had implemented for the country’s modernization.
