Houterasu (Japan Legal Support Center), established by the Japanese government, aims to provide information to help citizens resolve legal disputes.
There are many people who are not sure what to do when they come across issues such as debt, divorce and inheritance. Houterasu is an institution to guide them to solutions.
Houterasu provides loans for legal fees to individuals who have legal problems but are not able to afford a private attorney or a certified paralegal.
For civil legal aid issues, Houterasu can provide an interpreter for those who do not speak Japanese.

Houterasu can also provide an interpreter for consultation if there is a language barrier between a client and a consultant.
